Adding a custom shader file for the texture browser of Radiant
In order to get a new shaders visible in the texture browser of Radiant you need to have a copy of the shader file in the scripts
folder of your game and add the base filename to the scripts\shaderlist.txt
file.
For example:
quake3\baseq3\scripts\shaderlist.txt
quake3\baseq3\scripts\newshaderfilename.shader
Your shaderlist.txt file should look like this:

Restart Radiant or Tools/Textures -> Flush & Reload Shaders
to get the changes running.
If you named one of your shaders textures/newshader/white
it will look like this in Radiant:
